COM’ON is a project supported by the EU, with the overall objective to develop and test a digital platform and related services that offer older people with mild to moderate degree of physical or mental problems to move around on their own with public transportation.

The objective is to give them an opportunity for increased independence through:

  • Trust and autonomy, by integrating specific information on mobility for travel in general and though navigational information services.
  • Competence, by designing the interface and transport services according to older persons of different physical and mental resources.
  • Safety and security, through immediate access to live assistance from colleagues and the caring society all connected in a social network, where a personal travel diary can be shared with other users or relatives.

COM’ON consists of a European consortium of 10 partners from 7 different EU countries, led and guided by the Danish company ‘Copenhagen Living Lab’. The technical deliverables, in the COM'ON project, will use a modular design that will make it easy to adapt into a different social and organizational needs across Europe. It will make use of standard hardware that is commonly available within the EU, and extend this with the software using an open architecture and standards that are prevalent as well-known I EU.

In the COM’ON project primary and secondary users are involved via the Living Labs in the 4 partner countries. These Living Labs have close connections to seniors (primary users) and next of kin (secondary users) organisations, enabling the participation of these user groups in the project. Two user-organisations are directly involved in the consortium through i2CAT and NIGZ.

Primary users will inform, co-create and decide the design of the COM’ON solutions in every step of the innovation process, from user understanding, idea generation, concept development, prototyping and test and evaluation of the final prototype. The activities concerning need finding, idea generation and requirement specification involve ethnographic studies; contextual, qualitative interviews and observations as well as workshops and focus group activities. The concept and prototyping activities include co-creation workshops and field tests conducted iteratively to allow for continuous fine-tuning of requirements and new design solutions.


The business model is targeting the increasing number of people having difficulties coping with outdoor mobility. The two main targets groups are people with mild and moderate difficulties in moving around. Rough estimation indicate that on a European level the two main target groups account for around 32 mill people.

Customers and users

COM’ON will offer services that solve problems (P) in relation to outdoor mobility, and create benefits (B) for four main segments: 

1. Older people living independently:

P: Lack of self efficacy. 

B: Users of COM’ON services will experience independence, confidence and save resources through the use of public transport, instead of more expensivemeans of transportation. This will lead to increase in quality of life.

2. Next of kin’s: 

P: Worry, anxiety and limited time

B: Family members will be able to support their relatives in a time efficient way. Connection to older relatives will make them feel safe knowing that they canprovide them with support when needed. Family member’s can encourage elders to maintain their mobility through introducing COM’ON and increase their self-reliance.

3. Transport providers and public transportation information aggregators (economic value):

P: Barriers for older people to use public transportation 

B: COM’ON will increase value of already existing offers of public transportation by increased use. 

4. Public sector authorities (socio-economic value):

P: Increased cost in the care-sectors, providing elderly with public services 

B: COM’ON will: Help elderly to stay longer in their own homes, reducing public sector cost deriving from nursing homes etc., reduce demand for special transportto older citizens, since more journeys are made by public transport & increase use of public transportation will have a positive effect on the environment. 

Paying customers 

The paying customers for the COM’ON solution will be: 

1. End-users or their relatives, for specific services. 

2. Transport providers, for transport and mobility information aggregation, depending on national differences. 

Depending on different national welfare traditions it may vary to what degree end-users will have to pay by themselves, and to what extend the public sector will have clear incentives and legal frameworks to subsidize procurement or deliver services.
